

The Colorado FAIR Plan has partnered with AI-powered risk analytics firm ZestyAI to improve insurance accessibility for homeowners facing coverage difficulties due to climate-related risks.
By integrating ZestyAI’s advanced property risk models, the Plan aims to provide more accurate assessments for wildfire, hail, and wind exposures, offering fairer pricing and encouraging risk mitigation efforts.
ZestyAI’s platform incorporates three specialised models—Z-FIRE™, Z-HAIL™, and Z-WIND™—each designed to provide granular, property-specific risk evaluations for key climate hazards. These AI-driven insights will enable the Colorado FAIR Plan to implement risk-based pricing, while also helping homeowners understand specific vulnerabilities and take steps to protect their properties.
Colorado FAIR Plan executive director Kelly Campbell said, “Our mission is to ensure every Coloradan has access to insurance that reflects their property’s actual risk, not outdated assumptions. ZestyAI’s models will help us bring greater resiliency to the market while equipping homeowners with practical mitigation guidance.”
The Colorado FAIR Plan estimates that nearly 30,000 families currently classified as high-risk under traditional models could become eligible for coverage under the revised Plan. By replacing generalised risk assumptions with property-level data, the Plan intends to align premiums more closely with real risk profiles. Additionally, homeowners who actively invest in risk reduction measures will have a faster pathway back into the private insurance market, where they could access more comprehensive coverage at competitive rates.
