Vouchsafe, a UK-based identity verification platform, has raised £1m in a pre-seed funding round to address global ID poverty and improve financial inclusion.
The oversubscribed round was led by Bethnal Green Ventures (BGV) and included participation from Biometric Ventures, Fuel Ventures, and Seed X Liechtenstein. Angel investor Andrew Chevis, CEO of CitizenCard, also joined the round, bringing three decades of industry experience.
Vouchsafe is focused on tackling the challenges faced by people without official identification, a problem that affects an estimated one billion individuals worldwide. In the UK alone, 11 million people lack a passport or driving licence, making it increasingly difficult to access banking, credit, and other essential services. The company’s mission aligns with the United Nations Sustainable Development Goal 16.9, which aims to ensure “Legal Identity for All.”
The startup’s technology is designed to make identity verification both accessible and secure. As generative AI heightens the risk of sophisticated fraud, Vouchsafe offers a more inclusive alternative to traditional verification methods. Its platform accepts a broader range of evidence, including real-time digital records such as eVisas. Additionally, users can rely on a trusted referee for verification if they lack conventional ID documents. The system also incorporates market-leading background checks, including online footprint analysis, to detect fraudulent identities.
The company is already working with major financial institutions to streamline customer onboarding and improve access to banking and credit. Additionally, it has been selected by the Scottish Government’s CivTech programme to help people who struggle with proving their identity, enabling better access to public services.
Vouchsafe has gained recognition for its work, with Mark Elliot, head of CivTech at the Scottish Government, stating: “Vouchsafe was one of the standout successes of the CivTech programme, tackling a challenge that affects millions. Their approach to identity verification is a game-changer, making it easier, faster, and more cost-effective for public services to reach those who need them most. This funding is a testament to the impact they are already making, and I’m excited to see how they scale their work to help even more people access vital services.”
Paul Miller OBE, managing partner at Bethnal Green Ventures, added, “Vouchsafe is addressing one of the biggest barriers to financial and digital inclusion. Their innovative approach to identity verification has the potential to unlock access for millions of people. We’re excited to support Chloe, Jaye, and the team as they take this technology to the next level.”
